The Press Ombudsman has the option to refer some significant or complex complaints to the Press Council of Ireland.
If the Press Council finds a breach of the Code of Practice, the complaint will be upheld, and the publication will have to publish the decision in full, with due prominence. If the Press Council finds no breach of the Code, or if it finds that sufficient remedial action was taken or offered by the publication, the complaint will not be upheld.

The Press Council of Ireland has decided to uphold a complaint by the Irish Traveller Movement that the publication of a previous decision on a complaint it made about an article in the Evening Herald on 14 September 2011 was in breach of Principle 10 of the Code of Practice for Newspapers and Magazines (Publication of the decisions of the Press Ombudsman and the Press Council) because it was not published with due prominence.
This complaint was referred to the Council by the Press Ombudsman.

The Press Council decided not to uphold a complaint referred to it by the Press Ombudsman that an article by Fintan O’Toole which appeared in The Irish Times of 10 May 2011 breached principle 1.2 (Truth and Accuracy) and 3.1 (Fairness and Honesty) of the Code of Practice for Newspapers and Magazines.

The Press Ombudsman referred to the Press Council for decision, a complaint made by Ryanair relating to an article published in the Irish Times on Saturday 1st May 2010. The referral was made in light of the complexity of the case.
